绿色亚洲人居宣言

    2006年4月25日,“第二届亚洲人居环境国际峰会”在福冈市召开。
    参加大会的亚洲各国代表在这里共同签署《绿色亚洲人居宣言》。
    我们一致表达如下的意愿:鉴于亚洲各国人居环境面临同样的严峻形势,并有着共同的发展目标,我们将在能力范围内宣传和履行《宣言》承诺,为建设亚洲更加美好的人居环境而努力。
    《宣言》全文如下:
    亚洲正在迅速崛起。
    亚洲作为全球人口最多、面积最大、经济发展最活跃的地区,城市化进程已经进入快速、复杂的发展阶段。
    亚洲各国既要充分利用快速城市化带来的经济、社会发展的机遇,又要面对快速城市化带来的人口、资源、能源、环境、社会和谐等诸多问题的挑战。
    亚洲的人居环境建设需要突破。亚洲人居环境建设需要寻求更健康的绿色模式,通过国家、区域之间的共同努力,建设绿色亚洲人居。
    为此,我们亚洲人居环境协会发表以下宣言:

  1. 积极应对城市化挑战,加强国际交流与合作,尤其是促进和加强政府组织、民间机构、企业及各种社会力量在人居环境领域的研究、交流与合作。
  2. 坚持可持续的发展理念,我们将推动资源节约型、环境友好型的可持续发展模式,发展以有效利用和资源保护为基础的循环经济;广泛推广可再生能源;鼓励清洁生产,减少废弃物总量,并鼓励资源化再利用或无害化处理。
  3. 关注城乡协调发展。我们将从人居环境建设角度出发,研究并影响经济、社会发展道路,尤其要关注城市与乡村的协调发展。充分发挥城市边缘区在就业、服务、居住等方面对城市和农村的统筹协调作用,重视科学规划、合理布局,改善发展环境。
  4. 倡导紧凑城市。我们将积极采用集约化方式,构筑以公共交通为主的、具有人的行为尺度的城市空间。鼓励建设疏密有致、适度高容积率、高效率的城市社区,发挥城市的综合集聚效益。提高以文明为核心的城市生活品质。
  5. 以城市文明引领和谐的社区生活,以复合的城市功能促进充足的就业。保护具有历史、文化、自然、宗教和精神价值的建筑。为农村地区提供完善的基础设施、公共服务设施。推动人类住区更文明、更健康、更舒适、更公平地持久发展。
  6. 促成科学有为的政府决策。各级政府是人居环境建设的主导力量,我们将促进政府能力建设及科学决策,建设绿色建筑、绿色社区和绿色城市;鼓励全民参与并付诸行动。  

    绿色代表生命、健康和活力,代表着环境保护、节约能源和资源,代表着可持续发展。亚洲各国共同面临着历史性的发展机遇和挑战,在经济全球化与区域经济一体化的时代背景下,为了亚洲共同的未来,让我们切实行动起来,不断改善人居环境的质量,共同建设我们赖以生存的美好空间――绿色亚洲!

Green Asian Habitat Declaration
April 25th, 2006 Fukuoka, Japan

“The 2nd International Summit of Asian Habitat Environment” was held on April 25th, 2006, in Fukuoka.
Representatives of all Asian nations present hereby sign this Green Asian Habitat Declaration (hereinafter referred to the Declaration).
We agree as follows: In light of the tough situation confronted by nations throughout Asia, considering the goal of growth we commonly have, we undertake to promote and perform commitments under the Declaration, thereby making efforts to build an even better habitat environment in Asia.
Full text of the Declaration is as follows:
Asia is at its stage of fast growth.
As a region with the largest population, vastest land and most dynamic economic growth on the globe, Asia is undergoing urbanization featured by fast speed and complexity.
Nations in Asia not only have to make full use of the economic and social development opportunities brought on by urbanization, but also must face challenges generated by problems of population, resources, energy, environment and social harmonization.
The habitat development in Asia calls for innovation. We need to find an even healthier green model, working together with each other so as to create a green habitat in Asia.

We, Asia Habitat Society, hereby declare as follows:

  1. Actively cope with the challenges of urbanization, strengthening international exchange and cooperation, especially to promote and advance research, exchange and cooperation among governmental organizations, non-official institutions, enterprises and various social forces in the field of habitat.
  2. Stick to the notion of sustainable development. We will advocate energy-saving and environment-friendly sustainable development model, promoting circulating economy based on effective resources use and protection, expanding extensively the use of non-exhaustible energy; encouraging clean production and reducing waste, and encouraging resource recycling and harmless treatment.
  3. Concerned with balanced development between urban and rare areas. We will study and affect economic and social development roads, paying special heed to the balanced development between urban and rare areas, from the prospective of habitat development. We will also make full use of the coordinating role of urban verge in aspects of employment, services and habitation, emphasizing scientific planning, reasonable layout and improving development environment.
  4. Promote compact city layout. We will adopt intensive planning method, build a city space featured by public transportation and human behavior dimension, and construct a highly efficient city community with moderately high volume rate, taking advantage of the accumulative effects of the city and improving life quality of cities with civilization as its core value.
  5. Lead harmonious community life with urban civilization, and promote adequate employment with multiple city functions. Protect architectures with historical, cultural, natural, religious and spiritual values. Provide complete infrastructure and public service facilities for rare areas, and promote healthier, more comfortable and fair development of human habitat.
  6. Bring into being scientific and effective government policy. Governments at all levels play a critical role in the construction of human habitat. We will facilitate government to make scientific decisions so as to build green architecture, green community and green city. We also encourage urban residents to participate in the lobbying activities.

Green represents life, health and vigor, signifying environmental protection, energy and resource saving and symbolizing sustainable development. Nations throughout Asia are confronted with historical growth opportunities and challenges. In the age of economic globalization and regional integration, and for our common future, let us work together to improve the quality of our habitat and build a better living space, a green Asia.
